List of banned names. In Russia, it is no longer possible to call children strange names

On the territory of the former USSR and the current Russian Federation, citizens liked to give their born children unusual, often frightening names. What is a law?

Over the past ten to fifteen years, the problem of the names that parents gave their children has grown more and more. Officials from the State Thoughts thought about this unconditional parental right.

The loudest case is when parents gave their child the name BOC rVF 260602. This is an abbreviation that stands for "Biological Object Man of the Voronin-Frolov family, born on June 26, 2002." For the first years of his life, the minor did not understand why adults are surprised when they hear his name, but as he got a little older, he began to suffer because of this. He was teased by other children, it was inconvenient to dictate his own name to someone, etc.

Parents began to add numbers, signs, curses, titles, abbreviations to the names of their own children, to name children after fictional characters in TV shows, books or films. There were also several cases in Russia when parents named the child Lucifer.

Putin signed a law banning exotic names containing numbers or symbols for children. In addition, now in Russia it will not be possible to call children swear words and titles.

Russian President Vladimir Putin signed a law banning naming children by numbers, swear words and titles. The corresponding document is published on the official Internet portal of legal information.

According to the document, Article 58 of the Family Code of Russia introduces a provision that when parents choose a child’s name, “it is not allowed to use numbers, alphanumerics, numerals, symbols and non-letter characters, with the exception of the hyphen, or any of them. combinations, or swear words, indications of ranks, positions, titles. Changes made to the federal law "On acts of civil status" prohibit the registration of such names.

The law also establishes that the surname of the child is determined by the surname of the parents. If the parents have different surnames, then, by their agreement, the child may be given the surname of the father, mother, or a double surname formed by joining two surnames to each other in any sequence, unless otherwise provided by the laws of the constituent entities of Russia. The document stipulates that the child's double surname can consist of no more than two words, combined when written with a hyphen.

The bill was submitted to the State Duma on April 21, 2016. Senator Valentina Petrenko was the author of the legislative initiative. She mentioned the case of a boy named BOC rVF 260602 (Biological object of a person of the Voronin-Frolov family, born on 06/26/2002). In 2014, he was still living without documents, as the court sided with the Moscow registry office, which refused to register a child with that name in defense of his interests.

A year after the introduction, on April 21, 2017, the bill by the State Duma in the third final reading.

Foreign experience

A number of countries have restrictions on the names that can be given to children. For example, in Britain and Wales, officials are advised to register children's names that consist of a sequence of letters and do not contain insults. The only limitation on the length of the name is related to the ability to fit it on the registration sheet.

In the United States, restrictions on naming a child vary by state. In some states, there is a limitation on the length of the name, associated with the peculiarities of the software used by the registration authorities. For the same reasons, in other states you cannot use numbers or pictograms in the name.

Since 1993, a child in France can be called by any name. The issue of whether the name is contrary to the interests of the child is decided by the registration authorities.

In Germany, surnames, as well as the names of products or objects, cannot be used as names for children. The decision on the compliance of the child's name with the requirements is made by a special department. In addition, you have to pay a fee for each application, so a large number of attempts to name a child with an exotic name will be very expensive.

Passion for unusual names on the territory of the Russian Federation began in the days of the USSR. The names of the children were intricate abbreviations containing the name of a holiday or the name and field of activity of a certain historical figure. Some of them have successfully taken root, they are called children today. (Vladlen - "Vladimir Lenin", Gertrude - "Heroine of Labor", Lenora - "Lenin - Our Weapon", Kim - "Communist International of Youth"). But a new wave of Russians' enthusiasm for strange and ridiculous nicknames for children has led to the need to introduce a new law on names that are acceptable or not acceptable for assigning a newborn child.

The problem of ridiculous names has become especially acute in the last decade. They contain numbers, nicknames, titles, abbreviations and even swear words. The most famous case is the story of a young Muscovite, whom his parents named BOC rVF 260602 (“Biological Object Man of the Voronin-Frolov family, born on June 26, 2002”). The child suffered from a strange fantasy of his own parents, and was able to change his name to "Igor" only at the age of 14.

In order to abolish such cases, the draft law on the prohibition of registration in official documentation of strange and insulting the honor and dignity of the nicknames of children, proposed Senator Valentina Petrenko, was adopted in the third (final) reading by the State Duma. According to the new law, the registry offices of Russia and other registration authorities are authorized to refuse registration to persons who violate the regulation Art. 18 of the Federal Law "On acts of civil status". From now on, citizens of the Russian Federation are limited in the right to choose unusual names for their own children.

On April 21, 2017, the State Duma adopted the Federal Law “On Amendments to Article 58 of the Family Code of the Russian Federation and Article 18 of the Federal Law “On Civil Status Acts” No. 94-FZ. This law provides for amendments regulating the actions of parents when choosing names for children at birth.

According to a valid amendment that protects the rights of children, the name cannot be offensive, contain numbers and punctuation marks, except for a hyphen. In case of non-compliance with paragraph 1 article 58 valid law, parents will be denied registration of their children as new citizens of the Russian Federation.

According to part 2 of the article under consideration, the surname of the children must correspond to one of the surnames of the parents. It can be either the father's surname or the mother's surname. A double surname is given to a child, provided that all full-blooded children of this family will have one. A double surname consists of two words connected by a hyphen. Other additional inserts are strictly prohibited by law.

The current Law 94-FZ also provides for amendments to Article 18 of the Federal Law "On acts of civil status", adopted on September 15, 1998. The changes also regulate the giving of names to newborn children. (item 2) and last names (item 1) in accordance with applicable law.

How not to name children in Russia?

The new law on baby names will define the list of unacceptable methods when choosing a name for a newborn.

It is considered unacceptable to have:

  • Digits, numerals, numbers, dates, computer encoding elements ( Ivan I, Natasha2010, Igor No. 2, Yaroslav100110);
  • Punctuation marks with the exception of a hyphen, in which case the hyphen should not be used more than once ( Lyudmila/Kira, Arseniy-Nikita-Svyatogor);
  • Names of ranks, positions, titles, various professions ( Princess, Prince);
  • Profanity, words with an indefinite and ambiguous meaning, swear words that offend the honor and dignity of both the child himself and the surrounding citizens of the Russian Federation.

There is an opinion that the provision of the law on abbreviations will be abolished. Many of them have long taken root since the times of the USSR and do not cause negative bewilderment among the citizens of the Russian Federation. Of course, this does not mean Dazdraperma ("Long Live the First of May") and Kukutsapol ("Corn - Queen of the Fields"), but quite familiar Vladlena and Kira ("Red Banner Revolution").

Also, registry offices have the right to refuse to register names that do not comply with the moral principles characteristic of citizens of the Russian Federation. According to the records of the population registration authorities, there are cases when parents give a male name to a girl and vice versa (example - Alyosha-Kaprina), sometimes it comes to animal nicknames ( Tuzik, Murka).

Also in the registration registers of registry offices often appear citizens named as follows:

  • Lucifer;
  • Batman;
  • Luka-Happiness Summerset Ocean;
  • Eros;
  • Messiah;
  • Fun.

Often, the violent creative fantasy of the child's parents has negative consequences for his future. The current law on the names of children empowers the responsible authorities to stand up for the protection of the interests of a minor citizen. If registration is denied, parents who insist on their decision are offered a list of acceptable names.

If they do not agree, and in this case, according to the new bill, the child is registered as abandoned, and his further fate is decided by the guardianship authorities.
