Enrollment in a state educational institution.

Just think, just recently you taught your baby to walk and eat with a spoon at the common table, and now he is already a future first grader! Time flies quickly, do not get carried away by very joyful experiences - after all, you need to have time to enroll your treasure in grade 1.

When is the right time to enroll in school?

At what age?

According to Russian law, those children who, as of September 1, are at least 6 and a half years old and no more than 8 years old, are admitted to the 1st grade.

If parents have any personal reasons for sending their child to school earlier or later than the specified age, they will need to resolve this issue individually with the Local Education Authorities.

What are the deadlines for submitting an application?

The submission of applications for admission to grade 1 begins on December 15 and ends as early as September 5 of the next year. Such long terms are established so that everyone can get the opportunity to enroll a child in school.

Is it possible to enroll a baby not registered?

The modern rules for entering school have changed significantly since we, the parents of modern first-graders, were taken away to gnaw on the granite of science by our mothers and fathers. According to existing laws, children living in those areas that are attached to a particular school have an advantage in admission.

If, for some reason, you would like to enroll your son or daughter in a school outside of your area of residence, you will have to wait. Your child will be accepted only if everyone from the given area enrolls in the school and after that there will be empty places in the classes.

Stages of enrollment of first-graders

First stage

Registration of children in school is carried out in two stages. Stage 1 starts on December 15th. This is the day of submission of applications for everyone who wants to get into the 1st class.

If you would like to send your child to a school that is not assigned to your area, we recommend that you also apply in the first days. However, you will have to wait longer - until everyone who has the primary right to do so is accepted.

Schools are required to draw up the so-called "mandatory" lists (ie, write down the children of "their" district) by July 10th. In practice, this may happen faster, but the deadline is exactly this date. Others may sign up later.

Second phase

If the school has free places at its disposal, then it opens an additional list for the admission of future first-graders.

The final formation of the lists of students should be formed by the end of August. However, officially enrollment in schools will last until September 5.

What documents are needed to enter the school?

Parents or other legal representatives of the child can apply for admission to grade 1.

They need to submit the following documents:

  1. Child's birth certificate.
  2. Passport of the parent (or guardian) applying to the school.
  3. SNILS child.
  4. In some cases, the school may additionally require a document confirming the registration of the child.

To school - via the Internet

Currently, children living in Moscow, St. Petersburg, Yekaterinburg and a number of other cities have the opportunity to enroll in school using electronic public services.

This is very convenient, because parents no longer need to go personally to the authorities, stand in line and waste time, just sit in front of your computer - and the child is almost at school!

How to enroll in class 1 through public services?

Consider the process on the example of residents of Moscow. Enrollment in class 1 in all districts of Moscow begins on December 15th. Already on this day, you can submit your application on the capital city services portal.

Registration on the portal

First you need to register. Parents register on the site in their own name. In addition to standard personal data, you will need to specify SNILS - check if you received it. In any case, you need to register in advance so as not to waste time in case of various misunderstandings.

Data entry

How to enroll a child in a school after successful registration on the portal?

  1. First, select the item "Register for the first class" on the site. You can find this link both on the main page and on the "Electronic Services" page.
  2. Enter the child's details - full name, date of birth, series and number of the birth certificate. After that, indicate the address of permanent or temporary registration.
  3. You will be presented with a list of educational institutions. You can choose from a list of up to 3 schools at a time. You will be able to create your main list (there are schools related to your area) and additional (schools that you have chosen as you wish).

When choosing additional schools, you will be able to indicate the reason for the choice. For example: “The eldest child is studying at school,” however, according to the law, this fact now does not play any role. Your child will only be able to enroll in an "additional" school if there are spaces available.

Application registration

After submitting your application, you will receive an email notification that the application has been accepted and registered.

Invitation to accept a package of documents

Within 30 days, you must be contacted by the school and invited to submit documents. If you are waiting for admission to a school that is not “your” district, then you will have to wait longer - until the end of the summer. In some cases earlier, but depends on the specific situations in each school.

Just yesterday, the kids played in the sandbox and went to kindergarten. But school time has come. In this article, we'll talk about some of the questions parents may have about attending school and how to apply to a school in first grade.

At what age do children register for school

Children between the ages of six and a half and eight years old can start, but not later, if a medical examination does not reveal any contraindications to study. In some cases, the administration of the educational institution may allow the enrollment of children earlier or later than this age, depending on each specific situation.

Also, parents can choose at their discretion the future place of study, as well as the program, which will be taught.

The procedure for admitting children to the first grade

When enrolling children in the first grade of the school, parents are offered 2 options:

  1. Enroll the child in a school in the area where they live. In this case, enrollment occurs in priority order.
  2. You can choose another school according to your taste. In this option, parents are provided only with “free places”.

Admission to the first class at the place of registration or residence

The city educational department (GORONO) issues an order or administrative act on assigning schools, gymnasiums or lyceums to the territorial areas of the city or locality.

This order can be found on the websites of schools. From the order, parents will be able to find out which school their house “belongs” to, and even then apply to the school in the first grade.

After determining the number of the school to which the place of residence is assigned, applicants are required to submit an application along with documents between February 1 and June 30. The required list of documents in this case will be as follows:

  • Application for admission to the school.
  • A certificate or any other document certifying the place of residence of the future student.
  • Passport or identity document of the applicant.
  • The original birth certificate of the future first grader.

The application must be officially registered by the school administration, and within 7 days after the submission of documents, an order is issued to enroll the child in school in the first grade.

The administration of the educational institution is prohibited from collecting any additional information about the parents: for example, a certificate of wages from the place of work, a certificate of place of residence, etc.

The school refused admission to the first class at the place of residence ...

According to the law, the school is obliged to accept all first-graders living in the area assigned to it. When assigning territories to schools, the approximate number of future students is taken into account.

But it may also happen that the number of applicants who applied to the school in the first grade will be greater than the number of places in this educational institution. Then, in priority order, those children whose parents submitted applications before everyone else will be enrolled, that is, the date of application is important. And if there are no free places, the school has the right to refuse admission to study. In this case, parents or representatives can contact the local educational authorities, where they will be helped to place the child in another school.

School enrollment for vacant places

If parents, say, have chosen to teach their child another school that is not fixed at their place of residence, then for this category there is a procedure for admission to available vacancies. Free places are the places left after completing the classes. In this case, the application to the school principal is accepted by the administration from July 1 until the start of classes, but no later than September 5. In some cases, schools begin accepting applications for vacant places earlier than July 1 - the corresponding announcement can be found on the school website.

The list of documents submitted by the applicant will be the same as when enrolling at the place of residence. But the document is not needed.

If parents really want their offspring to go to this particular school, you can go there for preparatory courses, and then convince the director that the child is very used to the school and teachers and will be very worried when parting.

Competitive selection and testing for vacancies

When enrolling a child in the first grade, the school does not have the right to conduct any competitive tests or tests - testing is carried out only by specialized educational institutions that have permission to do so. But in the best and most prestigious schools with kids, upon admission, they can conduct an interview at which parents can be present. The duration of the interview should not exceed 30 minutes.

The nuances of admission to the school of foreign citizens

Persons with citizenship of another state, or stateless persons who currently reside in Russia and want to enroll their children in first grade, have the full right to free general education. In this case, they must provide the following documents:

  1. Apply to the school in the first grade.
  2. Provide an identity document of the applicant (passport or international passport).
  3. Birth certificate (original) of a son or daughter, a certified copy can be provided.
  4. A document allowing the applicant to stay on the territory of Russia.
  5. A document that confirms the family ties of the applicant and the child.

We write an application to the school upon admission to the first grade

How to write an application to the school? A statement or appeal to the head of the school is an official legal document of unlimited duration, when writing which you must adhere to some generally accepted basic rules:

  1. The text of the petition should be written by hand with a ballpoint pen only. Template printed text is not allowed - in case of contentious situations, parents will be able to refuse to voluntarily submit an application not written by them.
  2. It is necessary to respect the margins and indents of the text, as well as to monitor the absence of grammatical errors.
  3. The text is written beautifully, legibly and makes sense.
  4. The application must include all information about the future student and his parent.
  5. And at the end of the application, a signature and a date must be present, under which the signature and seal of the director are subsequently put.

Rules or nuances of making an application

An application form to a school or a template can be taken directly at the school or gymnasium, and you can also ask a question of interest on the spot.

There are a few rules to keep in mind when applying for a child in first grade:

  • The appeal is written in the name of the director, you should not forget to also write the name of the educational institution and its address, where it is located.
  • The text must contain all the information about the parent submitting the application - full initials, date and year of birth, residential address and phone number where you can contact the applicant.
  • Next, in the middle of the line, the word “statement” is written.
  • The text of the statement itself begins with a red line. It indicates all the complete information about the child - name, surname, patronymic, date of birth and age, place of residence, preschool training, medical contraindications, etc.
  • At the end must be signed and dated.

Do I need to pay money

Schools don't pay tuition. But when enrolling children for study, parents are asked to make a contribution to the needs of the class or school. Usually parents do not object to "voluntary donations". But if the collection of money is unbearable for some, they can apply to the prosecutor's office.

The school does not have the right to offer to make an entrance fee before enrollment, as this will already be considered a bribe.

If the school insists on paying for some extracurricular or additional classes, parents have the right to demand the conclusion of an agreement on the paid services provided. But you need to remember that applying to a school has nothing to do with money.

The first time in the first grade is an event that yesterday's kindergarteners, their parents, grandparents are looking forward to with impatience and pride. Remember school rulers on September 1st? Solemn and slightly frightened first-graders, standing on the first line in their lives, think about new friends and opportunities that the school opens up for them, as well as about the whole eleven-year stage that they have to go through. Moms and dads are no less worried, proud of their child suddenly grown out of diapers.

Going to school is an exciting event for children and their parents!

Well, grandparents at these moments simply do not part with cameras, trying to capture every minute of a grand event in the life of their beloved grandson or granddaughter. But before admission to the first grade is completed, parents must go through many instances and receive a huge amount of paperwork. Let's figure out what the process of enrolling first-graders in Russian schools in the 2017-2018 academic year will be like so that you spend as little time and nerves on preparation as possible.

Application deadlines

The deadlines for accepting applications from mothers and fathers of future first-graders have already been approved by the relevant order of the leadership of the Russian Education Committee. The following periods are allocated for different categories of applicants:

  • Applicants of prospective first graders eligible for priority placement may apply from December 15, 2016 to September 5, 2017. If you miss the above time and send the paper after January 20, 2017, a first grader can be enrolled to study only if there are remaining vacancies;
  • parents of children registered in the area assigned to a certain educational institution can send electronic applications starting from January 20, 2017 and until June 30, 2017. After the above date, consideration of the issue of admitting children to school takes place in a general manner, without any priority;
  • starting from July 1, 2017 and until September 5, 2017, parents of future first-graders who are not registered in the area where the school is located can fill out and send an electronic application. However, the fact of enrollment will only take place if the classes were understaffed.

Don't miss the application deadlines for your chosen school

What categories of children are considered priority?

The following categories of children have privileges for enrolling in school as a matter of priority:

  • babies who are children of Russian police officers;
  • children of police officers who died in the line of duty, died as a result of an illness that arose during the line of duty or within one year after being released from service for health reasons;
  • children of police officers dismissed from their positions for health reasons;
  • the category of children dependent on a police officer of the Russian Federation;
  • children whose parents are employees of the executive service, state drug control, fire or customs service. Moreover, this applies both to the children of active employees and those who died in the line of duty or were released from them for medical reasons;
  • children who are dependent on employees of the above-mentioned public services;
  • children of military personnel, and benefits for admission can be obtained both at the permanent place of residence of the military family, and if the family moves with him. This rule also applies if the military was dismissed for medical reasons or retired;
  • younger brothers or sisters of children who are already studying at this school;
  • children whose mother or father works in the chosen school institution;
  • for boarding schools, children whose mother or father works in the Investigative Committee of the Russian Federation, the Prosecutor's Office of the Russian Federation or is a judge have priority rights.

Without any problems, children whose brothers and sisters are already studying there will enter the institution!

At what age is enrollment in the first class?

A child in Russia can be enrolled in school starting from the moment he reaches the age of 6 years and 6 months, but no later than the day he turns 8 years old. The law also contains a clause that the future first-grader should not have any medical contraindications for studying at school.

If the mother, father or legal guardians of the child wish to send him to school earlier or later than the specified age, they should take care to write an application addressed to the head of the school institution, which will be considered on an individual basis. At the same time, first the parents or guardians of such children must apply for permission to the executive body of state power responsible for the educational institution chosen by the parents.

Procedures required before admission to the school

According to the standards approved by the Ministry of Education, parents of the future first-grader need to go through certain procedural points:

  • write and send an electronic version of the application on the portal;
  • provide original documents to the selected school institution;
  • receive from the school management a decision that the child can be accepted into the ranks of first graders, or a decision to refuse enrollment.

The main factor that guides the school administration, making a positive or negative decision on enrolling your child in the ranks of first-graders, is a territorial sign. That is, the decision of the management of the school institution is not at all affected by the fact whether you submitted an electronic application first or last, the main factor is the child’s residence directly in the area assigned to the school.

An important factor in enrollment is that the child lives near the school

It is possible to issue an electronic version of the application for admitting a baby to the first grade in 2017-2018 from December 15, 2016. From this date, the corresponding section of the educational portal will start working for parents. The site has an option to save the document as a draft. Sending must take place strictly on the dates allocated for your category.

We remind you that this electronic service requires prior authorization provided for the Unified Federal System of Identification and Authentication (your login and password for this site is exactly the same as for the portal that provides services of a national and city nature). If such an account does not exist, you will have to create it first. Before you start filling out an electronic application, decide on these key points:

  • Does your child have legally defined rights to receive this service?
  • which school organization is a priority for the child to study in the first grade?
  • Does the child have the right to enter a school institution as a priority?
  • what category of future students does the child belong to (does he live in the territory to which the school of your choice is assigned)?

In accordance with the points indicated, you will need to fill out an application and wait for the moment when the period for submitting it to the selected school comes. If you send the paper before the specified period, a refusal decision will be automatically formulated for you.

You can apply for admission to the school on the educational portal

You can track the progress of the decision on your application in your personal account. The decision will be sent in pdf-file format, and, if necessary, supplemented by the comments of the authorized person. If a positive decision is made, you will be sent an invitation with the date and time at which the original documents will be accepted. The following periods are determined by the decision of the Educational Commission:

  • for children who are eligible for priority admission to the school of their choice, the application deadline is no earlier than 10 days from the date of the start of the admission campaign, but no later than 30 days from the date the application was submitted;
  • for children who are directly assigned to the territory where the school is located, the submission of documents begins no earlier than 30 days from the start of the admission campaign, but no later than 45 days from the day when mom or dad sent the electronic application form;
  • first-graders who do not live in the district assigned to a particular school will have to come with their parents to the principal no earlier than 30 days from the start of the admission campaign, but no later than 30 days from the date of sending the application.

The direct enrollment of a child in the first grade is carried out by issuing an administrative act. According to the existing procedure, the document must be issued by the school within a seven-day period from the moment the original documents were accepted. If parents decide to apply to several schools at once, before the date of admission, you should finally make a choice in favor of one of them, and go there with the original documents.

The child is considered enrolled after signing the administrative act

What other documents should be submitted to the school?

Parents of the child will need to come to school with the originals of the following documents:

  • a passport of a citizen of the Russian Federation, which can be replaced by documents issued to refugees or a temporary certificate of a citizen of Russia if you are undergoing the procedure for replacing or restoring a passport, or obtaining citizenship;
  • birth certificate of a child entering first grade;
  • a certificate confirming the registration of the child at a certain place of residence or place of actual stay;
  • documents that confirm the right to be enrolled in the school as a matter of priority (if any);
  • permission from the competent authority to enroll in the first class until the age of 6.6 years or the full 8 years (if necessary).

In addition, for children who are foreign citizens, mom and dad (or legal guardians) must provide documents confirming the fact of family relationship or the fact that the person has the right to guardianship and representation of the interests of the child. In addition, foreigners must, before submitting documents to the school, translate them into Russian at a specialized bureau and notarize it.

Every parent sooner or later faces the need to enroll a child in grade 1. First you need to decide whether the baby is ready to study or not, because going to school is an important moment in everyone's life. According to Russian law, a child is enrolled in a school if he is 6.5 years old on September 1, but not more than 8 years old. To register a child in school and choose an educational institution, give preference to a nearby institution, remember that your child will have to get home on their own.

How to get to school: rules for admitting first-graders

The first step is to find out which school the child will go to by registration. It is possible to find out on the regional or district portal of state education, all educational institutions and nearby houses that are assigned to them are registered there. The portal will answer the query: how to find out the school by registration? If you are satisfied with the institution to which you are attached, collect documentation. Enrollment in the first class begins in mid-December and ends at the end of the summer before classes are completed.

Let's look at how to enroll a child in first grade. First, an application is submitted for the admission of a child, this is the first step to the documentation. You can personally come to the institution and write it or submit it through the public services portal. If you submitted your application online, you should be notified that it has been accepted. After this procedure, you will be announced a package of documents required for admission to the institution.

What documents are needed to enter the school

Before a future student is taken to school, a number of documents will need to be collected. Documentation requirements may vary from decade to decade. Consider what documents are needed for the school:

  • application (written by parents, the form is issued on the spot);
  • birth certificate of a preschooler (photocopy and original);
  • citizenship document (sometimes required, but not required);
  • Medical Card;
  • vaccination certificate;
  • medical insurance policy (copy and original);
  • passport of one of the parents (copy and original);
  • certificate of registration of the child at the place of residence;
  • photo of a child 3 * 4 (in a personal file).

It is worth noting that children who are attached to an educational institution by registration are recorded first.

How to enroll your child in a local school

For some, the question of how to enroll a child in a school at the place of residence remains open. On the territory of Russia, there is a law that states that attending an elementary educational institution is possible regardless of the place of registration, registration, or race.

In some cases, school enrollment benefits, when available, will play a role. Admission to the first class is also possible if. This will significantly increase the chances of enrolling in school, although if there are places, children are taken without regard to registration.

You can also provide a certificate stating that there are no vacant places in the educational institution at your place of residence. It will not be superfluous if you apply to several nearby schools, then the chance to enter and get a place increases. Do not forget that when applying for admission to grade 1, the school represented by the director may refuse admission due to overcrowding of the institution.

If you need temporary registration, remember that .

Another option that works, both when entering a school with a residence permit and without it, is attending preparatory courses this year, which usually begin in winter. There is an opportunity for a preschooler to meet a potential teacher and the teacher, in turn, to look at the future first grader. You can attend such classes, it is not forbidden, and you will be able to determine if this school is right for you by registration or if you should choose another educational institution. Also, it would not be superfluous to ask the opinion of parents whose children are already studying at this school. You can personally get acquainted with a potential teacher and study his method of work.

Currently, parents can choose the teacher they want to go to. You will need to enter the name of the teacher on the application form for admission.

There are times when an institution refuses to accept a student. Parents can appeal the decision to the Ministry of Education. An appeal will be triggered by:

  • seat availability;
  • a demand for a bribe;
  • if the baby was forced to be tested, but the results were not satisfactory.

This situation does not apply to private educational institutions, they have their own laws and regulations.

So, we found out that children can attend school:

  • by permanent residence;
  • at the place of residence;
  • by preference.

It means that the educational institution can accept the child, you only need to provide the necessary documents for enrollment. The exception is overcrowding. If, nevertheless, a refusal is received, it is necessary to demand it in writing in duplicate, indicating the reason. Based on this, it will be possible to proceed further.
