On February 16, 2017, the All-Russian meeting "Centers of traditional folk culture and prospects for their development for the period 2017–2020" was held at the Ministry of Culture of the Russian Federation.

The meeting was attended by 82 specialists in the preservation and updating of intangible cultural heritage from 48 regions. The meeting was attended by State Secretary - Deputy Minister of Culture of the Russian Federation A.V. Zhuravsky, who drew attention to the main problems in the field of preserving folk culture and identified the ways of state support through the project activities of the Ministry of Culture.

The meeting was moderated by O.V. Ivanov, coordinator - head of the State Center of Russian Folklore (a structural subdivision of the FGBUK "Roskultproekt") D.V. Morozov.

The participants discussed regional practices for identifying, preserving and updating the intangible cultural heritage of the peoples of the Russian Federation, mechanisms for state support for the activities of centers of traditional culture, as well as developing a strategy for their development for the period up to 2020. The initiative to create a public movement to preserve and update the intangible cultural heritage of the peoples of the Russian Federation was unanimously supported.

Dmitry Leonidovich Ivanov, Head of the 1st Working Group of the Permanent Profile Commission for the Promotion of the Development of the Cossack Culture of the Council under the President of the Russian Federation for Cossack Affairs, Assistant Ataman of the Military Cossack Society "Central Cossack Host" on cultural and educational activities, made a report:

On the concept of forming centers (departments) of Cossack culture, military cultural and educational centers

The Ministry of Culture of the Russian Federation is responsible for organizing the work of the permanent specialized commission to promote the development of the Cossack culture of the Council under the President of the Russian Federation for Cossacks (hereinafter referred to as the Commission)

The Chairman of the Commission is the Secretary of State - Deputy Minister of Culture of the Russian Federation, member of the Council under the President of the Russian Federation for Cossacks A.V. Zhuravsky.

In the Ministry of Culture of Russia, the issues of the Cossacks fall within the competence of the Department of State Support for Art and Folk Art.

The Commission includes representatives of various interested departments, executive authorities of the constituent entities of the Russian Federation in the field of culture, military Cossack societies, Cossack creative organizations and public associations, three Working Groups operate as part of the Commission.

In accordance with the monitoring of the state of the original Cossack culture in the constituent entities of the Russian Federation, 1371 Cossack creative teams, 63 cultural Cossack centers, 174 rooms of Cossack life and Cossack museums, 1 Cossack theater are currently operating on the territory of Russia, in connection with which purposeful coordinated activities to ensure the integrated interaction of cultural institutions with military Cossack societies and public associations of Cossacks, therefore, it is necessary to have specialists in the field of Cossack culture in regional Houses / centers of folk art, as well as in cultural institutions in places of compact residence of Cossacks to organize and coordinate conservation work , development and popularization of the Cossack culture.

Given the above, the Commission concluded that one of its main areas of work in 2016 was to explore the possibility of creating points of cultural growth in the form of permanent sites to ensure the continuous creative activity of the Russian Cossacks.

In accordance with paragraph 1 of paragraph 5 of the Protocol of the Meeting of the Council under the President of the Russian Federation for Cossack Affairs dated November 16, 2016 No. 16, the Concept for the formation of centers (departments) of Cossack culture and military cultural and educational centers (hereinafter referred to as the Centers) was approved for practical use.

As part of the work of the permanent profile commission to promote the development of the Cossack culture of the Council under the President of the Russian Federation for Cossacks, it is planned in the 1st half of 2017 to develop methodological recommendations for the implementation of the activities of the Centers at four levels: federal, regional, district, municipal.

These institutions/structural units will carry out the tasks of organizing and coordinating work on the preservation, development and popularization of the Cossack culture, and carry out activities in the areas approved by the Commission.

As part of the implementation of the decision of the Council under the President of the Russian Federation for Cossack Affairs on the formation of Centers, according to the territory of activity of the Central Cossack Army, this issue was agreed and included in the agenda of meetings of all working groups on Cossack affairs of the constituent entities of the Russian Federation in the Central Federal District in the 1st half year of 2017.

Yaroslavl Oblast was the first to fulfill the Council's order to form Centers in the Central Federal District. Separately, I want to note that jobs in this region will be created without optimization, not at the expense of existing ones. This indicates the importance given to the Centers (departments) of Cossack culture by the executive authorities of the Yaroslavl region.

On December 17, 2018, in the building of the Ministry of Culture of the Russian Federation, the final meeting of the Permanent Profile Commission for the Promotion of the Development of the Cossack Culture of the Council under the President of the Russian Federation for Cossack Affairs was held.

The meeting was chaired by the Deputy Minister of Culture of the Russian Federation, member of the Interdepartmental Commission for the Implementation of the Strategy for the Development of the State Policy of the Russian Federation towards the Russian Cossacks until 2020, Chairman of the Working Group on the Creation of the Central Museum of the Russian Cossacks, acting. Chairman of the Permanent Profile Commission for the Promotion of the Development of the Cossack Culture of the Council under the President of the Russian Federation for Cossack Affairs P. V. Stepanov.

The meeting was attended by: Ataman of the Trans-Baikal Cossack Army G.P. Chupin, Deputy Director of the Department of State Support for Art and Folk Art E.E. Ivanov, Specialist of the Department for Cooperation with Dioceses and by state authorities of the SKVK Priest John Malkov, and others.

The meeting reviewed the activities of the Commission in 2018, proposals to amend the regulations on the All-Russian Folklore Competition "Cossack Circle" for 2019-2020, the results of monitoring the alignment of the activities of the Centers of Cossack Culture in the regions, the promotion of work on the creation of the Central Museum of Russian Cossacks. Also, the Deputy Director of the Pashkov Dom Publishing House of the Russian State Library Demichev E. V. made a presentation on the role of the Russian State Library in the preservation and development of the Cossack culture in the Russian Federation and the General Director of the DK Film Company I. G. Lebedev with a presentation of the documentary film " A hundred. Mesopotamian Raid" and the feature film "The 100". Gratitude of the Council under the President of the Russian Federation for the Cossacks was presented. Priest John Malkov conveyed to P. V. Stepanov an invitation from the chairman of the SKVK, Metropolitan Kirill of Stavropol and Nevinnomyssk, to take part in the plenary session of the Cossack direction of the International Christmas Educational Readings on January 29, 2018.

The activities of the Commission in 2018 were unanimously recognized as effective.

The first region of the country chosen for the implementation of the all-Russian project to form a regional center of Cossack culture was the Volgograd region.

Last year, on November 16, at a meeting of the Council under the President of the Russian Federation for Cossack Affairs, the Concepts for the formation of centers (departments) of Cossack culture, military cultural and educational centers were considered (this document can be found on the official website of the Ministry of Culture of the Russian Federation).
“To approve and send for practical use to the state authorities of the constituent entities of the Russian Federation and East Kazakhstan region the Concept for the formation of centers (departments) of Cossack culture, military cultural and educational centers. Recommend that the leaders of the working groups on Cossack affairs in the constituent entities of the Russian Federation and East Kazakhstan region inform the permanent specialized commission for the promotion of the development of Cossack culture on the implementation of the Concept for the formation of centers (departments) of Cossack culture, military cultural and educational centers, ”says the minutes of the meeting of the Council under the President of the Russian Federation on Cossack Affairs of November 16, 2016.
The Volgograd region should become the first pilot project in the creation of centers of Cossack culture in Russia. In this regard, last week Volgograd was visited by the head of the 1st Working Group of the Permanent Profile Commission for the Promotion of the Development of the Cossack Culture of the Council under the President of the Russian Federation for Cossack Affairs, assistant to the military ataman of the Central Cossack Army for cultural and educational activities, military foreman Dmitry IVANOV.


“The purpose of my visit is the implementation of the decision of the Council under the President of the Russian Federation for Cossack Affairs dated November 16, 2016, supported by the order of the Government of the Russian Federation, as part of a pilot project to create a regional center of Cossack culture in the Volgograd region,” he said. - In the Volgograd region, a unique situation has developed for this. You have the largest number of municipal centers of Cossack culture in the country. At the same time, let's not forget that the Volgograd State Institute of Arts and Culture has a unique department of traditional culture, headed by Honored Worker of Culture of the Russian Federation, Professor Olga Grigorievna Nikitenko, head of the ensemble of the old Cossack song "Sanitsa". In addition, last year at the largest event on Cossack culture in the Russian Federation - "Cossack Village Moscow", of which I am the artistic director, Volgograd teams performed brilliantly. In the adult category, the Grand Prix was won by "Kazachya Volya", and in the children's nomination, the ensemble "Berry" became the winner. I am very pleased that in the folklore direction your region is one of the leaders in Russia. You carefully preserve the traditional authentic Cossack culture. Therefore, your region was chosen as the first to implement the project to create centers of Cossack culture.”
According to the Concept, the center of Cossack culture will actually be “a permanent platform on which a continuous cultural and educational process is carried out on the basis of original Cossack culture, the creative activity of members of military Cossack societies, representatives of public organizations and associations of Cossacks, and citizens of the Russian Federation who are interested in history , culture and traditions of the Cossacks”.
“The Cossack culture center should unite the entire potential of the region's Cossacks,” Dmitry Ivanov believes. - We all know that there is a certain misunderstanding between registered and public Cossacks. But in the sphere of Cossack culture there is no such division. Therefore, we hope that the regional centers being created will become the foundation for rallying the Cossacks. Which I think is very important right now.
The importance of the root culture cannot be underestimated because it is the foundation of everything else. And it's not just songs and dances. Cultural and educational activities are of great importance. The created regional centers will have to provide methodological assistance to municipal institutions, coordinate their activities, control the level of professional training of specialized specialists. In addition, the work of the centers should be aimed primarily at children and youth audiences. Indeed, in the Cossack culture there are many components that form civil-patriotic education.
In Volgograd, Dmitry Ivanov held talks with Deputy Governor of the Volgograd Region Alexander Bloshkin and Chairman of the Regional Committee for Nationalities and Cossacks Leonid Titov. At these meetings, the conversation was not only about the creation of a regional center of Cossack culture. This year, an all-Russian practical seminar on Cossack culture is planned to be held in the Volgograd region. It will take place on the eve of the traditional festival-competition of the Cossack culture "Sanitsa". The practical seminar will be devoted to improving the skills of specialized specialists who will come to Volgograd from various parts of Russia.
And already this week, at a meeting of the working group of the Southern Federal District on Cossack affairs in the Volgograd region, the issue of implementing the concept of forming centers (departments) of Cossack culture, military cultural and educational centers in the territory of the Volgograd region was considered.


“This project needs to be supported. There can be no two opinions here, - Leonid Titov, chairman of the Committee for Nationalities and Cossacks of the Volgograd Region, believes. - We have everything to implement it. In addition, the regional center of Cossack culture will allow us to develop more intensively, move forward, and take part in federal targeted programs.”
“The implementation of the pilot project is an honorable mission for us, and most importantly, a realistic one: municipal centers of Cossack culture already operate in seven districts of the Volgograd region,” says Alexander Bloshkin, deputy governor of the Volgograd region. “This project must be implemented on the territory of the Volgograd region. As one of the options, the center of Cossack culture can be created on the basis of the Volgograd Music and Drama Cossack Theater.
The members of the working group unanimously supported the issue of implementing the Concept for the formation of centers (departments) of Cossack culture, military cultural and educational centers on the territory of the Volgograd region.
The decision of the working group of the Southern Federal District on Cossack Affairs on the territory of the Volgograd Region states this: “As part of the implementation of the decisions of the minutes of the meeting of the Council under the President of the Russian Federation on Cossack Affairs dated November 16, 2016 No. 16 and the Concept for the formation of centers (departments) of Cossack culture of military cultural - educational centers to instruct the Committee of Culture of the Volgograd Region, in cooperation with the Committee for Nationalities and Cossacks of the Volgograd Region and local authorities of municipalities of the Volgograd Region, as part of the pilot project, to create a regional Cossack cultural and educational center on the territory of the Volgograd Region. The deadline for the execution of this decision is December 1, 2017.

In the Black Sea Cossack district, with the support of the administration of the municipality of Novorossiysk, in February 2011, the Cossack Culture Center was opened. The programs of the Center cover different areas: culture, tourism, sports, education, enlightenment, etc.

The main goal of creating the center is to educate the younger generation on the best traditions of the Cossack heritage.

No less important goals and objectives of the center are:
- versatile, harmonious development of the child's personality, education of patriotism;
- study, revival and promotion of the cultural heritage of the Cossacks;
- carrying out educational work on the revival of the culture of the Cossacks for schools and educational institutions;
- holding ritual holidays, festivals, competitions and exhibitions of arts and crafts.

The Center is attended by people of different ages and nationalities who want to study the history and culture of the Cossacks. The programs of the center acquaint the residents of the city and the region with the life, culture, customs and creativity of the Cossacks. The center is a link between culture and education.

CENTER OF COSSACK CULTURE CLOSELY COOPERATION:

With the Cossack classes and schools of the city;
with urban and farm Cossack societies;
with national societies of the city of Novorossiysk;
with the center of national cultures, city palaces of culture;
with the Novorossiysk Cossack Cadet Corps.

More than 80 children from Cossack families, students of Cossack classes, as well as children from large and low-income families are involved in the Cossack Culture Center.

All classes at the Center are free of charge.

In 2015, on the basis of the Center, a Black Sea Song and Dance Ensemble, which became part of the creative teams of the Kuban Cossack army.

"CLASS OF NOBLE GIRLS"
and "CLASS OF YOUNG CADET"

It's no secret that boys and girls need a different approach to education and upbringing. In the past, their education was separate, each had its own program, disciplines were selected, and special interests were taken into account. Traditions are back. And today, many educators are convinced that by separating the education of boys and girls, focusing on certain subjects, it is possible to achieve much greater results in the education and upbringing of children than with typical "general" education.
Thus, "classes of noble maidens" and "classes of a young cadet" were formed in the center. As an additional education, girls are engaged in applied art, learn the secrets of beauty. For boys, the main emphasis is on physical development, horseback riding and drill training. The guys also have joint classes in choreography and vocals.
Classes are formed in two age groups: from 5 to 8 years old, and from 9 to 12 years old. For each group, in all subjects, its own calendar and thematic plan is developed with the selection of topics and repertoire corresponding to age characteristics. The training program is designed for 3 years.
