Collecting information about the admission procedure

Being extra aware of the nuances of the admissions process at your chosen educational institutions will never hurt. To do this, just visit the official websites of these universities, where there will definitely be a section “For applicants” (or similar), containing the current admission rules with a description of all stages of this process.

On the university website you can see the list of all specialties, find out about the number of budget places and the need to take additional exams. Such information usually appears at least several weeks before the start of the entrance campaign.

Preparation of documents


A detailed list of documents can be found on the same website of the educational institution, or by calling the admissions office. The standard set of documents looks like this:

  • passport and its copy;
  • document on complete secondary education and its copy;
  • certificate of passing the Unified State Exam and its copy;
  • 6-8 matte black and white photographs 3x4 (it’s better to have a spare);
  • registration certificate or military ID (for guys);
  • medical certificate form 086-u (for full-time applicants).

To obtain the latest certificate, you will have to undergo a medical examination at the clinic. It’s better not to put it off until the last days before starting work of the university admissions committee. Firstly, it is not a fact that you will go through all the doctors at once - this may take several days, and secondly, keep in mind that you are not the only one, and during this period there will be many future applicants who want to undergo a medical examination.

In addition to the listed documents, you may need additional ones in the form of certificates of income and family composition, certificates of preferential status, etc. In addition, it is better to immediately clarify whether copies of documents need to be certified by a notary, although this is usually done by an admissions officer completely free of charge. Don't forget to prepare your portfolio, consisting of diplomas, certificates of completion of courses, accolades and anything else that can indicate your achievements.

When you go to the admissions office, be sure to take all original documents, even if you do not intend to submit them to a specific university yet.

Interestingly, the most common problem encountered applicants, is the absence of one or more documents required for admission. The most offensive thing is when such a nuisance happens if you were traveling from another locality.

Sort all copies of documents into folders, the number of which should correspond to the number of universities you plan to visit. Plus, collect all original documents in a separate folder.

By the way, on the university website you can sometimes find an application form, which is usually filled out at the reception. By printing and filling out this application in advance, you can significantly save your time.

When should I go to the university to submit documents?

In the first days of the admissions campaign, a real rush begins in all universities in the country. For some reason, most applicants try to submit their documents as quickly as possible, although this does not affect anything...

In fact, haste is absolutely pointless. It is best to go to the admissions office two weeks after the start of its work - it is likely that you will not have to stand in a huge line under the scorching sun or in a stuffy corridor. You will be able to come and hand over all the documents without haste and communicate without interference with representatives of the commission, learning about the features of both admission and training.

By the way, some universities practice acceptance of documents for admission by mail or via the Internet.

Submission of documents


When going to university, be sure to arm yourself with a pen and notepad, as they may tell you a lot of information you need, which is not always possible to remember.

In most educational institutions, the admissions committee of different faculties is located in separate rooms. There must be a list in a visible place informing about which office accepts documents for a particular specialty.

Once in the desired office, you inform about what specialty and form of study you are enrolling in and present all the documents. If everything is in order with them, they let you fill out an application. Often, the admissions committee contains students from this university who are only a couple of years older than you. Do not hesitate to ask them any questions you are interested in, as they say, “without leaving the cash register.”

Be sure to find out the dates of consultations and entrance exams. If necessary, inform about the need to live in a hostel. Don't forget to mention if you have any benefits and document this.

If you are sure that you will get into a given university for a specific specialty, then you can immediately submit the original documents so that you don’t have to worry about them again later. In any case, you must be given a receipt with a list of all the documents that you left with the admissions committee. Please note that in this receipt you will be able to see the specialty code and your serial number, for example, SP-37 - this means that you are the 37th applicant to apply for this specialty.

Tracking the rating of applicants

On the official website of the university, if you're lucky, the list of applicants for each specialty will be updated daily. Everything will be presented in the form of a rating according to Unified State Exam results. So even before the official announcement of the list of applicants, you can assess your chances.

However, you need to take into account that if the educational institution of your choice conducts additional entrance exams, the preliminary ranking data may ultimately change dramatically. In addition, most applicants apply for several specialties at once, and not to one university, so there is a high probability that not everyone who has the opportunity to enroll will ultimately take the allocated places.

Actions after the official announcement of results

At the appointed time, universities publish information from list of accepted applicants. The list must be posted in a visible, easily accessible place in the academic institution itself and posted on its official website.

This is where promptness will not hurt, since you will need to submit the necessary original documents as quickly as possible, if, of course, this was not done immediately. If you just missed out on points, don’t be upset, because there will be a second wave of enrollment when those who went to another university will free up their places.

List of required documents

Sending documents by registered mail. This method is good for those who live far from the chosen university or for some reason cannot personally bring and submit documents.

Online submission of documents. This type will be available to those applicants who do not have admission preferences and rights to priority admission.

Waiting for the result

A very important point if you applied to more than just one university. Even at the moment of submitting documents, take a walk around the university, think about whether you would like to study here. The first impression is often the most correct. Think about, or better yet, write down on a piece of paper which of the educational institutions you have chosen is most preferable for you. Wait for a response from all universities where you sent your documents, and only then decide on further actions.

The winners of the Olympiads must provide the university with Unified State Examination results in specialized subjects of at least a certain number of points (65 and above).

– This publication contains a number of factual errors regarding the list of required documents. So, in particular, the current Admission Procedure requires applicants only to provide a document confirming their identity and citizenship, and a document on education of the established form, or copies thereof.

The photographs indicated in the text (2 pieces) must be provided only to those applicants who enter the university based on the results of entrance tests conducted by organizations independently. Applicants based on the results of the Unified State Exam are not required to provide photographs to the admissions committee.

The medical certificate, as a document, is not mentioned at all in the Admission Procedure. Admissions committees should not require it from applicants.

There has been no evidence of USE results for several years. Now all USE results have been compiled into a special database - the Federal Information System for Providing State Final Certification and Admission of Citizens to Educational Organizations for Secondary Vocational and Higher Education (FIS GIA and Admission). Each university conducting admissions had to gain access to this system and was obliged to use it to check all Unified State Exam results declared by applicants during the admissions campaign.

A few minor remarks.

The most widespread admission - full-time - begins no later than June 20. At the same time, the experience of past years shows that graduates of the current year by this date, as a rule, do not yet have certificates in hand and, accordingly, cannot submit documents. Therefore, just in the first days of the admissions campaign, there is no influx of applicants. But after a week and a half, at the end of June and beginning of July, the number of applicants actually becomes noticeably greater. At the same time, if the work of the admissions committee is properly organized, there are still no long queues (at least in our university). It is necessary, however, not to forget that the deadline for accepting documents for different categories of applicants may be different. So, if additional creative or professional tests are required for the chosen direction or specialty, the acceptance of documents can be completed as early as July 7 (the exact date must be clarified in the admission rules of the selected university).

Another factual error - winners and prize-winners of school Olympiads from the list approved by the Ministry of Education and Science can take advantage of admission benefits only if they have Unified State Examination results of at least 75 points in a core subject (the article talks about last year’s threshold of 65 points) . At the same time, a specific university can increase this threshold even more. The exact number must be clarified in the admission rules.

For all school graduates and future applicants in Russia today, the most pressing issue is admission to a higher educational institution. To enroll in a university, an applicant must pass the Unified State Exam, collect the required list of documents, and also meet the deadlines for submitting them.

The most important question facing any applicant is “Where to apply?” After the student has decided on a university, he should find out how many and what documents should be submitted to the chosen institute. Basically, the list of required documents for admission to any university is the same. The list of required documents is as follows:

The law establishes that applicants who have certain rights when entering a university must submit the required list of documentation in the original or only photocopies for submission.

For admission to the commission, applicants with disabilities of groups I and II must submit a photocopy or original certificate of disability, as well as a conclusion confirming the absence of contraindications for studying in higher educational institutions of their own free will.

When a person enters the target places, he must submit original documentation about the education received, the target direction, as well as confirmation of work with target students, etc.

When a citizen enters a master's program, educational institutions in the country require the following documentation:

  • a document that would certify the identity and citizenship of the applicant;
  • diploma of completion of incomplete or complete higher education. You can provide a bachelor's degree avra or specialist;
  • documentation confirming the presence of certain achievements during education (awards, diplomas, prizes, etc.). They should be presented at the request of the applicant;
  • photos. Their number is two.

To enroll in evening (full-time) or correspondence courses, you must submit the following documentation:

  • a diploma indicating completion of complete general education. You must provide the original and a copy;
  • passport. You can present another document that can confirm the citizenship and identity of the applicant.

For citizens who want to obtain a second higher education under the existing evening (part-time) education program, they must submit the following package of documentation:

  • diploma of first higher education. You must provide two notarized copies;
  • a copy of the document confirming the fact of the change of surname. It should be presented only if the last name on the diploma and the name on the passport do not match (upon marriage). The copy must be certified by a notary;
  • passport.

When submitting documentation by a foreign citizen, it must be submitted with a translation, which must be certified by a notary.

The commission employees who accepted the applicant’s documentation must give him a receipt. Before the enrollment order is issued, a person can take back the previously submitted documentation within 1 day. To do this, you need to write a corresponding application.

Prospective students should know that documentation for universities can be submitted to the admissions office by registered letter and sent by mail. In addition, an electronic filing option is now available. But you need to know that the application is filled out electronically in accordance with the usual form. When using this option, please remember that not every institute provides this opportunity.

If a citizen submits an incomplete list of required documentation, as well as when writing an application not in the established form, enrollment in the institute will not be carried out until the existing shortcomings are corrected.

Each applicant who will enroll in the first year of any university has the right to submit a completed application to five institutes, in each of which they can choose three specialties.

Submission deadlines

Every person entering a higher education institution in 2017 must know the main dates in order to have time to prepare for all the events that are necessary for his admission:

Applicant calendar for 2017:

  1. The Unified State Examination is carried out within a month from May 25 to June 26;
  2. Universities publish the admission plan for applicants on June 1;
  3. All institutes begin accepting documentation from applicants on June 19;
  4. The deadline for accepting the necessary documentation from persons who take additional entrance exams in professional and creative areas is July 6;
  5. The deadline for accepting documentation from citizens who apply based on the results of entrance exams is July 10;
  6. The deadline for accepting documentation from citizens applying for Unified State Examination results is July 24. On the same day, entrance exams are completed, which are independently conducted at the institutes;
  7. the list of admitted persons is published by all educational institutions on July 27;
  8. The end of admission of applicants for targeted admission without passing entrance exams occurs on July 29;
  9. the order for the enrollment of applicants is published on July 30;
  10. Acceptance of originals from applicants ends on August 3;
  11. the order for the enrollment of citizens of the first stage is published on August 4;
  12. The deadline for accepting originals from persons who were included in the competition list ends on August 6;
  13. The order for the enrollment of citizens of the second stage is published on August 7.

Thus, from July 30 to August 3, people are enrolled in 80% of budget places, and from August 4 to 6, the remaining 20% ​​are recruited.

Deadlines for submitting documentation:

  • if it is necessary to pass entrance exams for creative specialties, admission takes place until July 5;
  • when passing intra-university additional and specialized exams - until July 10;
  • Based on the results of passing the Unified State Exam, admission is until July 25.

If you send documentation by mail, this procedure should be completed before July 10. Often, submission deadlines do not change. Small shifts of one or two days are allowed. So, let’s consider in order - what are the new conditions for admission to universities, what documents applicants must submit, what are the deadlines for admission and are there any benefits for applicants in 2017.

New rules for admission to Russian universities

The Ministry of Education and Science has provided for two stages of admission to universities:

  • the first stage - until 80% of the university’s budget places are filled,
  • the second stage is until the remaining places are filled.

First of all, the changes affected:

  • Admission procedures for all forms of study programs:
  • undergraduate;
  • specialty;
  • master's degrees.
  • List of entrance tests for educational programs:
  • undergraduate;
  • specialty.

The following changes were made to the Procedure for Admission to Universities in 2017:

  • The following persons are included in the list of persons who have priority in enrollment (for undergraduate and specialist programs) within the framework of Federal Law No. 227 dated July 3, 2016:
  • military personnel and employees of the FSV of the National Guard of the Russian Federation (including participants in the liquidation of radiation accidents at nuclear installations, etc.).
  • children of employees of the Federal Troop Service (FSV) of the National Guard of the Russian Federation.
  • The special conditions for admission to higher education educational programs for 2017 for residents of the Republic of Crimea and the city of Sevastopol have been changed. Previously, special conditions were provided for Crimean residents when entering universities; since 2017, residents of Crimea have been enrolling in a single stream and under general conditions. Also, quotas (allocation) of budget places for receiving Crimeans and Sevastopol residents have been cancelled.
  • Changes have been made aimed at expanding the needs of persons with disabilities and people with disabilities.

In the list of entrance tests, changes affected entrance tests (exams) in the direction of “Intelligent Systems in the Humanities”. Since this direction is focused on the field of information and communication technologies (ICT), a mandatory entrance exam in mathematics has been introduced.

As for the number of budget places, there will be more of them in 2017 due to the abolition of the quota for preferential admission for Crimeans and Sevastopol residents.

Who can enter a Russian university?

The following have the right to enroll in Russian universities:

  • citizens of the Russian Federation and Belarus,
  • compatriots from the CIS,
  • foreign citizens living in Russia;
  • citizens without citizenship living in the Russian Federation.

The number of budget places is determined by the ministry to which the educational institution is subordinate. This figure is then agreed upon with the Ministry of Education of the Russian Federation. The number of places in the master's program is determined by the university itself. A university can accept a larger number of applicants who are accepted under a contract. The maximum number of seats is determined by the license.

What documents are needed for admission?

Each university can independently expand the main list of documents and request additional certificates, therefore, before submitting documents, applicants need to clarify their list.

The main list of documents for submission to the university is as follows:

  • civil passport (sometimes a birth certificate is required);
  • school certificate and several copies of it;
  • Unified State Examination certificate;
  • application (without errors or corrections);
  • 6 photographs in 3x4 format (either color or black and white);
  • certificate of completion of medical examination (usually in form 026-U or 086-U, or other (depending on the requirements of a particular university));
  • military ID or registration certificate (for young men);
  • statement of consent to enrollment (when submitting original documents to the selected university).

Since most applicants apply not to one university, but to several at once, you must bring copies to the admissions committees of these educational institutions, and when the choice has already been made in favor of a specific university, then bring the originals of all the necessary documents.

Deadlines for admission and enrollment in Russian universities

In accordance with the new rules established by the Ministry of Education and Science, the deadlines for enrollment in 2017 will be as follows:

Main deadlines for submitting documents and enrolling in a university:

  • June 20 – start of accepting documents for admission,
  • July 26 is the last day for accepting documents for admission (for applicants without university entrance exams),
  • July 27 – lists of applicants are published directly on the university notice board and on the official website of the educational institution.

Priority admission for persons entering without entrance exams, within the established quota of the educational institution:

  • July 28 – completion of acceptance of applications for “Consent to Enrollment”*;
  • July 29 - priority enrollment order.

The first stage of admission to places in the main competition (80% of the available budget places).

  • before August 1 – completion of acceptance of applications for “Consent to Enrollment”,
  • August 3 – release of the order for enrollment in budget-funded competitive places.

The second stage of admission to budget places (the remaining 20% ​​of places).

  • August 6 – completion of acceptance of applications “Consent for enrollment”,
  • August 8 is the last day for the release of the enrollment order (100% filling of the quota of budget places).

What is “Consent to Enrollment”?

Since 2016, Russian universities have required each applicant to confirm the seriousness of his intentions. Now, in order to enroll in the selected university, in addition to the traditional list of original documents, you must attach. Enrollment based on the results of a competitive selection is possible only for the priority specialty that was indicated in the application for consent to enrollment within the time limits established by the Admission Rules. It is possible to make changes to a previously sold application (change the direction or add another specialty) during a personal visit to the admissions office with a passport and receipt. You can change your decision and choose another specialty only once. When submitting a second application for consent to enrollment, the first is automatically canceled. It is better to check the deadlines for submitting an application and the possibility of making corrections with the university that was chosen for admission.

If at the first stage of enrollment the applicant did not pass the competition for the specialty that he indicated in the application for consent, then until August 6 he will have the opportunity to write a second consent for another specialty and participate in the competition in the second stage for the places remaining after the first admission.

Benefits for applicants in 2018

According to Order of the Ministry of Education and Science of Russia No. 1147 dated October 14, 2015, the following categories of citizens have the right to preferential admission to Russian universities:

  • Olympic winners,
  • disabled people and orphans,
  • contract military personnel,
  • disabled people injured in military service,
  • military personnel in reserve,
  • children of military personnel whose duration of military service exceeds 20 years (benefits are valid for admission only to military educational organizations),
  • children of deceased participants in counter-terrorism operations,
  • children whose parents took part (or died) in the liquidation of the Chernobyl nuclear power plant accident.

Benefits for admission to universities for Crimeans and Sevastopol residents

For residents of the Crimean peninsula and the city of Sevastopol, when entering Russian universities, the following benefit is provided:

In 2018, applicants from the Republic of Crimea and the city of Sevastopol can enter any of the universities of their choice (undergraduate and specialty programs) under the same conditions as other citizens of the Russian Federation. Previously (in 2014-2016), Crimean graduates had the right to enroll only in allocated places, but at the same time had some advantage in enrollment. From this year, enrollment in budget-funded places will take place based on the results of the Unified State Examination (on a general basis) in subjects relevant to a particular university and/or based on the results of additional tests (exams) established by the educational organization (HEI).

Additional points for the Unified State Exam - how to get

Starting from 2016, additional points are awarded to the Unified State Examination results for individual achievements. The sum of additional points and Unified State Examination points is often called competitive points. Each Russian university independently sets the rules for awarding additional points. You can earn a maximum of 10 additional points. Even if according to all criteria the applicant has more than 10 points, only 10 will be counted.

What can you get extra points for?

Additional points for the Unified State Exam can be obtained for:

  • final essay,
  • certificate with honors (gold medal),
  • sports achivments;
  • victory in the Olympics,
  • victory in intellectual and creative competitions,
  • GTO badge,
  • volunteer activities.

However, it should be noted that all universities record individual achievements in their own way, therefore, how many points are awarded for certain achievements must be found out in a particular educational institution. On the university website, look for information: “The procedure for recording individual achievements.”

All admission rules and other information, at the request of the Ministry of Education and Science of Russia, must be posted on the official website of the organization on the Internet, as well as on the information stand of the admissions committee and (or) in the electronic information system no later than October 1 of the previous year, i.e. 2016 G.

Step one - prepare a list of documents

List of documents, which you will need to enroll in a small university. The first thing the admissions officer will require is your passport, instead of which you can provide copies certified by a notary or, if you have the original, have it certified by a commission employee. The applicant can choose the forms of study and the basis (contractual or budgetary) at his own discretion within the framework of the procedures established by the university.

Acceptance of documents to universities starts no later than June 20, 2016, but can end at different times:

For applicants to specialties where an additional test is a creative competition - 5'th of July;

For applicants to specialties that require additional tests in the form of specialized exams or exams conducted by the university - July 10;

For applicants whose admission results only in Unified State Exam scores - July 25.

Step three - enrollment results


Until July 27, educational institutions undertake to publish lists of names of applicants with exam results.
If you are in a good position and understand that you pass based on points, then feel free to bring the original documents to the university for your chosen specialty. remember, that August 1 - deadline for submitting originals for the first thread. If you do not provide the originals by the end of this day, you are automatically considered to have refused enrollment.
