Types of agricultural development subsidies

Today, despite promises to take new measures to support agriculture, the old methods of helping farmers and farms remain in effect:

  1. One-time subsidies for agriculture for development. Designed for the complete arrangement of a starting farm - purchasing housing, constructing new residential buildings, purchasing trucks and specialized equipment, conducting communications to the site, and so on.

Conditions for receiving subsidies for agricultural development

The decision to issue a subsidy for agricultural development or to refuse payment is made by a special commission, based on the following criteria for selecting applicants:

  1. Literacy of the developed scheme for marketing agricultural products. First of all, applicants who already have experience in selling manufactured products are considered (you will have to prove it by presenting contracts with stores, purchasing lines).
  2. The applicant has at least 30% of the amount of the requested grant (cash, livestock, buildings, equipment are taken into account).

  5. Organization of the operation of a personal subsidiary plot for at least 10 years before applying for a grant.

What documents are needed to receive a subsidy for agriculture for development

To participate in the competitive selection of applicants for a grant, you must prepare the following set of documents:

How to get a grant under the Beginning Farmer program

To try to get a grant, you need to draw up a detailed and competent business plan, on the basis of which the subsidy funds will be spent. Support program “Family Livestock Farm”

The goals of this state program are assistance in the development of family farming (in which there are no other workers except relatives, both close and distant), increasing the number of farm animals, and developing the social structure of rural settlements. Funds are allocated in the form of a development grant.

Grant size and conditions of participation in the program

The amount of the grant is not a fixed amount and depends on the business plan for the development of the farm drawn up and submitted to the commission for consideration - the subsidy will be provided in the amount of 60% of the total amount of estimated costs (but not more than 10 million rubles). In this case, you must present documents proving the presence of the remaining 40% interest on your personal account (you can take out a loan for this purpose).

This project is designed for those representatives of the agricultural business who produce meat and dairy products. The main conditions for participation in the program are:

  • absence in the past of receiving any grants for the development of small and medium-sized businesses or for opening peasant farms;
  • the minimum period of operation of the farm before submitting an application is 12 months;
  • at least three farm workers.

Assistance to beginning farmers in the form of grants from the state has been provided since 2012. The goal is to help develop entrepreneurial activity in any branch of agriculture: breeding horses, cows, sheep, goats, pigs, poultry, growing potatoes, grains (legumes), vegetables on open and closed ground, fruits and berries, fishing, beekeeping. Grants are provided to individuals who have been registered as individual entrepreneurs for at least a year and have a business plan to expand or modernize their farm. Subsidies for beginning farmers in 2017-2018 - what can they be used for?

Assistance to beginning farmers is provided in two main areas:

  • for the creation (development) of a farm 1.5 -3 million rubles;
  • assistance for household installations up to 250 thousand rubles.

Funds received from the state under the first point can be used for:

  • purchase of agricultural land, vehicles, animals, equipment, inventory;
  • development of projects for the construction (modernization, reconstruction) of premises for production, warehouses;
  • purchase, construction, repair of premises for production, warehouses, utilities, barriers, their registration and connection to utility networks;
  • construction of roads, without which production, processing, and storage of products are impossible;
  • purchase of seeds (other material for planting), pesticides, fertilizers.

The cost plan is drawn up separately for each item; the farmer must pay 10%.

  • subsidy for the return of interest on a loan issued earlier for development;
  • compensation for constructed production facilities;
  • payment of first installments when purchasing machinery (equipment) on lease;

The Ministry of Agriculture notes that 40% of agricultural products are produced on small farms. The subsidy budget has increased, the main criterion for selection was the efficiency of the applicant’s activities and the absence of tax arrears. The maximum subsidy amount at the moment is 3 million rubles. But this amount is not available in all regions due to the difference in coefficients.

  5. A clear plan for marketing the resulting products. An entrepreneur must clearly understand how and where he will deliver or sell products obtained from agriculture.

If the beginning farmer does not have enough professional experience, the grant can be approved with the permission of the municipal authorities.   • landscaping work.

In 2019, the following can apply for state financial support:

  1. Agricultural cooperatives.
  2. Individual entrepreneurs specializing in agriculture.

According to statistics, the amount of government grants intended for farmers increases every year. By the end of this year, the amount of financial support may reach 30 billion rubles. To date, more than 120 farmers have received subsidies from the Federal budget and allocated funds for business development.

Support Dimensions

In 2019, the volume of financing for the agricultural industry was increased. Now farmers can count on more serious support from the state.

The state decided to provide additional funding to the agricultural sector in the hope that this particular investment would be justified and positive for the economic situation in the country.

True, the amounts of subsidies may differ from the published standard due to the different coefficients of the regions.

In accordance with the regulations of Federal legislation, farmers can receive a maximum of 30,000,000 rubles. At the same time, one important condition must be met - the allocated subsidy can cover up to 60% of all costs incurred. It follows from this that applicants must have funds available that are sufficient to cover 40% of expenses (10% personal funds, 30% credit).

To receive a grant from the state, farmers must fulfill a number of requirements:

  • run your own business;
  • have a residence permit in a specific region;
  • use the labor of workers related to them by family ties living in the same region;
  • have not previously received subsidies from the state and local authorities;
  • the enterprise must be at least 12 months old.

It is worth noting that in 2019 the Government decided to financially support beginning farmers, for whom a special program was developed. According to its terms one-time funds allocated from the Federal budget will have to be spent on modernizing the farmer’s existing farm or improving living conditions.

Beginning farmers can take part in this program and receive from 1,500,000 to 4,000,000 rubles. However, applicants must meet the following conditions:

  • the farmer must have at least 10 years of experience in the agricultural sector, and up to two years of entrepreneurial experience;
  • the applicant must have a higher education in the agricultural sector;
  • To receive a subsidy, you must draw up a competent business plan, as well as present letters of recommendation from your previous place of work;
  • a beginning farmer must have personal funds that will be enough for him to pay part of the costs (at least 1/10 of the part);
  • Documentary confirmation of the sources of sales of agricultural products is required.

Beginning farmers need to understand that the chosen direction must be relevant for a specific region. During the presentation of the business plan, they will have to prove that the future agricultural enterprise will be profitable.

New farmers can receive financial assistance from the state in another way. To do this, they should open an organization in which relatives will work. If the business expands and the livestock increases to more than one hundred animals, they will be able to attract up to 5 hired workers for cooperation.

Receipt procedure

To participate in any possible government program, two conditions must be met:

  1. Create a business project.
  2. Submit all necessary documents for participation to the Ministry of Agriculture in your region.

Requirements for participants

The requirements for farmers in 2019 are simple - to have funds in a personal bank account, and also to be able to protect their business project.

You also need to pay attention to the direction of development of your business. If the business project is of a large scale, involves the construction of premises, the purchase of elements of agricultural equipment, there will be a high probability of receiving a grant.

Application procedure

First farmers need submit all documents to the Ministry of Agriculture in your region. Within 15 days, an expert assessment of the applicant farmer’s business project takes place, the result of which will be a decision.

The provided package of documents must fully reflect the essence of the business idea and be as competent, clear and reasoned as possible.

Carefully study the list of required documents. After reviewing the application, a call is received to the Ministry of Agriculture for a conversation. During the conversation, experts evaluate the applicant’s business qualities and make a final decision. If the application is approved, the subsidized funds will be credited to the bank account within 1-3 months after the actual grant is issued.

Practice

Since 2015 deadlines for issuing grants for farmers started to decline.

Every year, the Ministry of Agriculture of each region sends requests to the Government of the Russian Federation to reduce the time frame for issuing subsidies to farmers; for 2019, special progress is noticeable - the maximum period for receiving a subsidy from the date of filing an application for participation in the competition is 3 months, the minimum period has been reduced to 21 days.

Russian Minister of Agriculture Alexander Tkachev is not going to stop on the issue of reducing the time frame for receiving subsidies. Moreover, if the expert commission recognized the application for participation in the competitive selection as highly profitable, then express subsidies will be possible for 2019, the terms of which, according to preliminary data, are limited to two weeks.
