What UNESCO does

The United Nations Educational, Scientific and Cultural Organization (UNESCO) was formed in 1945 at the initiative of the conference of ministers of education of the Allied countries in World War II. According to the Constitution, the purpose of the organization is "to promote the strengthening of peace and security by expanding the cooperation of peoples in the field of education, science and culture in the interests of ensuring universal respect for justice, law and human rights." The scope of UNESCO's activities includes a wide range of issues - from the problems of preserving cultural heritage to overcoming illiteracy. Africa and gender inequality are at the center of UNESCO's attention today. UNESCO's budget for 2016-2017 is $667 million.

UNESCO is made up of 195 states. Kosovo plans to join the organization in the near future. In 2015, the unrecognized republic did not get enough votes for membership. Palestine became the last member of UNESCO in 2011.

How the US and other countries left and returned to UNESCO

In 1957, UNESCO left South Africa, accusing the organization of interfering in the internal racial politics of the state. After Nelson Mandela came to power in 1994, South Africa returned to UNESCO.

In 1985, the United States withdrew from UNESCO, citing the irrational use of funds and the politicization of the organization's activities as the reason. In 1986, the United Kingdom and Singapore left the organization. Nevertheless, all countries eventually returned: Great Britain - in 1997, the USA - in 2003, Singapore - in 2007.

Election Fever

The fact that Washington decided to leave the organization was reported by Foreign Policy on Wednesday. According to him, Tillerson made this decision a few weeks ago. At the end of September, he notified French President Emmanuel Macron of this, who was at the opening of the UN General Assembly in New York. According to Foreign Policy, the official announcement of the withdrawal was supposed to take place "not earlier than the beginning of next week."

At the same time, the next session of the UNESCO executive committee is underway, where a successor to Bokova, who has led the organization for two consecutive terms since 2009, will be elected. The winning candidate will be approved at the session of the General Conference of UNESCO in early November. The intention to postpone the announcement of the US exit was explained by Foreign Policy as a desire to wait for the election of a new CEO. The fact that this issue was raised precisely at a meeting with Macron, the publication explains the desire of Paris to enlist the support of the French candidate from the United States.

There are two main candidates for the post of Director General of UNESCO. These are the former ministers of culture of France and Qatar - Audrey Azoulay and Hamad bin Abdulaziz al-Kawari. At the same time, the Arabs have never headed UNESCO, and Azoulay is a Frenchwoman of Jewish origin. In March, the Egyptian news agency Al-Ahram Al-Arabi reported that an unnamed Western official described Azoulai's nomination as "an act of provocation against the Arab states."

Israeli trail

Washington's decision has no direct connection with the election of the Director General of UNESCO, since it is aimed at "general discord in the international community and an attempt to evade international obligations," said Alexei Borisov, head of the UNESCO Chair at MGIMO.

According to the State Department statement, the US decision to withdraw from the organization was influenced by its "anti-Israeli bias." Israel and the part of the American political elite supporting it have long and sharply criticized UNESCO for such an approach, which was especially clearly manifested precisely during the work of Bokova.

According to the Al-Ahram Al-Arabi agency, UNESCO "has always been an arena of clashes and discussions on sensitive issues for the Arabs, in particular on the status of Jerusalem," which both Israel and Palestine consider their capital. In the fall of 2011, UNESCO accepted the partially recognized Palestinian Authority into its membership. Then, in early October, at a session of the UNESCO executive committee, it was decided to put the issue of accepting the country to the vote of the General Conference of the organization. A few weeks later, on October 31, representatives of 107 member countries of the organization, including Russia, voted for the accession of the Palestinian Authority. Delegates from 14 countries opposed, 52 abstained.

On the same day, the United States decided to refuse annual payments to the UN budget in protest against the results of the vote. They ranked first among UNESCO's funding sources: 22%, or $80 million per year. Israel in 2017 also several times the size of its contributions to the budget of the organization, threatening to stop them altogether.

For six years, the US debt to the organization has reached almost $ 500 million. Washington's decision is an attempt to optimize not only its financial, but also political costs, Maxim Suchkov, an expert at the Russian International Affairs Council (RIAC), explained in a conversation with RBC. “In this context, this looks like a logical continuation of President Trump’s line of getting rid of “unnecessary”, in his opinion, obligations in international organizations,” Suchkov added.

Freeing itself from obligations, the United States retains its rights in UNESCO, since it remains in the status of an observer, Alexei Borisov from MGIMO explained to RBC. According to the State Department, the US will continue to participate in programs to protect world heritage, freedom of the press, to promote scientific cooperation and education.

For UNESCO, the US withdrawal is not associated with financial costs, since the agency has already adapted to the absence of their contributions over the years, Borisov notes. In general, in his opinion, both for Washington and for UNESCO, the consequences will be limited to image damage. Washington will lose another podium for speeches and the ability to directly influence decisions in the field of culture, and for UNESCO the effectiveness of some programs will be reduced, since the authority and influence of the United States "really helped to resolve issues."

UNESCO will need some time to adapt, since the United States is a major power and a member of the UN Security Council, adds Suchkov.

USA heritage

This brings us to Dvorkovich.

The Constitution and history of the United States make us the source and model of leadership needed by civilization. This pattern has been around since the 17th century Massachusetts Bay Colony, where the idea originated. Its roots are in Europe, but it was born in New England. In Massachusetts, the prototype of the United States first arose. And everything that happened afterwards was a consequence of what happened in Massachusetts under special conditions, when some degree of independence appeared there, that was the point of colonization - to take sane people out of England and Holland to North America, at a safe distance from the British and European politics.

We see that, until today, Europeans do not have the constitutional concept of government or economics, which was the basis of the United States and manifested itself in Massachusetts in the 17th century. We are the only country on the planet with such a heritage. And in times of crisis in our history, these traditions manifested themselves, as it did during the civil war and during the world wars.

(But we were on the wrong side in World War I. We were on the side of the British, because the British orchestrated the assassination of President McKinley, which brought Theodore Roosevelt to power. And we exchanged a right cause in history for a wrong one. And remained on the wrong side until President Franklin Roosevelt came to power.)

After the death of F. Roosevelt, we again found ourselves in the camp of a wrong cause. President Kennedy was assassinated after attempting to revert to the policies of Franklin Roosevelt, to some extent inspired by Eleanor Roosevelt. The economy was at the core. Kennedy was trying to save the US economy, to force it to develop, this explains his support for the space program. And he tried to prevent the US from intervening in wars in Asia.

British interests were behind his assassination, aiming at the death of the United States after a protracted war that actually lasted 10 years in Southeast Asia. And since then, under different presidents, we have been continuously waging such wars.

There was a moment in this process when I played my part in history. In the mid-1950s, when I worked as an economist, I already had the economic views that I hold today. They are based on my understanding in 1953 of the concepts of Bernhard Riemann. Since then, my main field of research has been physical economics, and I look at things from the point of view of Riemann, and, accordingly, from the point of view of the ideas of Einstein and Vernadsky. This is the only correct point of view in today's physical science. Very few adhere to it, and this is the root of some of our problems.

With the death of Roosevelt, the goals of the United States were done away with as a continuation of the Massachusetts tradition of the Winthrop and Mather days. We have become a puppet of the British Empire, fools bullying the USSR and China. Argentina
