And Dulles's thoughts on the implementation of the American one. Allen Dulles's plan and his main goals for the ideological struggle against the USSR

After the end of World War II and the complete defeat of Nazi Germany, CIA Director Allen Dulles proclaimed the so-called new doctrine of subversion against the USSR.

Here's what he said:

“When the war ends, everything will somehow settle down and settle down. And we will throw everything we have: all the gold, all the material power to fool and fool people!

Human brain, people's consciousness is capable of change. Having sowed chaos there, we will quietly replace their values with false ones and force them to believe in these false values.

How? We will find our like-minded people, our allies in Russia itself.

Episode after episode, the grandiose tragedy of the death of the most rebellious people on earth, the final and irreversible extinction of their self-awareness, will play out. We will gradually erase its social essence from art and literature; we will wean artists and writers - we will discourage them from depicting and studying the processes that occur in the depths masses.

Literature, theaters, cinema - everything will depict and glorify the most base human feelings. We will in every possible way support and raise the so-called artists who will plant and hammer into human consciousness the cult of sex, violence, sadism, betrayal - in a word, all immorality.

We will create chaos and confusion in government. We will quietly, but actively and constantly contribute to the tyranny of officials, the prosperity of bribe-takers and unscrupulousness.

Bureaucracy and red tape will be elevated to virtue. Honesty and decency will be ridiculed and will not be needed by anyone; they will turn into a relic of the past. Rudeness and arrogance, lies and deceit, drunkenness and drug addiction, animal fear of each other and shamelessness, betrayal, nationalism and enmity of peoples - above all, enmity and hatred of the Russian people - we will cleverly and imperceptibly cultivate all this, all this will blossom in full bloom color – “orange”.

And only a few, very few, will guess or even understand what is happening. But we will put such people in a helpless position, turn them into a laughing stock, find a way to slander them and declare them the scum of society.

We will tear out spiritual roots, vulgarize and destroy the foundations folk morality. We will thus undermine it generation after generation. We will take on people from childhood, teenage years, and we will always place our main emphasis on young people - we will begin to corrupt, corrupt and corrupt them. We will make cynics, vulgarities and cosmopolitans out of her. This is how we will do it!”

Thus, Ukraine, like other countries of the former Soviet Union, entered the 21st century ruined, humiliated, insulted. As a result of the anti-communist coup, our people are experiencing abuse and arbitrariness of the bourgeois corrupt regime, which has thrown the country back in many ways. economic indicators several decades ago, and according to some, even to the beginning of the last century.

In fact, we are now living off the inheritance we received from the Soviet Union. We haven't done much ourselves yet. A deep social chasm has been created in society, dividing it into a small group of rich people and the absolute majority of poor people.

IN recent years, against the backdrop of minor but definite successes of Russia, such as victory at the Sochi Olympics, reunification with Crimea, the information attack on our country from international imperialism and its political representatives within our country (“orange”) has intensified many times over. The press is making an attempt to present our state as an aggressor, in which xenophobia and national enmity allegedly flourish. Every effort is being made to denigrate and falsify our history; there is an attempt to portray the matter as if the entire history of Russia and the USSR is supposedly one senseless violence and continuous blood.

All of the above facts predetermine the relevance of considering the features of methods information war waged by international capital against Russia. As is known, after the victory of the USSR in the Great Patriotic War and the creation of a nuclear missile shield - the most important deterrent, the United States adopted other methods of fighting our country. As US President John F. Kennedy said in 1961, “We cannot defeat the Soviet Union in a conventional war. This impregnable fortress. We can defeat the Soviet Union only by other methods: ideological, psychological, propaganda, economics.”

The main attention of American imperialism was focused on waging information and psychological warfare. Methods of its management were outlined in a speech by CIA Director A. Dulles in 1945 . Here is the text of the speech: “The war will end, somehow everything will be settled, things will work out. And we will give up everything we have, all the gold, all financial assistance or resources for fooling and fooling people. The human brain and people's consciousness are capable of change. Having sowed chaos there, we will quietly replace their values with false ones and force them to believe in these false values. How? We will find our like-minded people, our assistants and allies in Russia itself. Episode after episode, the grandiose tragedy of the death of the most rebellious people on earth, the final, irreversible extinction of their self-awareness, will play out.

From literature and art, for example, we will gradually erase their social essence, wean artists, we will discourage them from engaging in depiction, research, or something, of those processes that occur in the depths of the masses. Literature, theater, cinema - everything will depict and glorify the basest human feelings. We will in every possible way support and raise the so-called artists who will plant and hammer into human consciousness the cult of sex, violence, sadism, dissidence, in a word, all immorality. We will create chaos and confusion in government management... we will quietly but actively contribute to the tyranny of officials and bribe-takers... Bureaucracy and red tape will be elevated to virtue...

Honesty and decency will be ridiculed and will not be needed by anyone; they will turn into a relic of the past. Rudeness and arrogance, lies and deceit, drunkenness, drug addiction, animal fear of each other and shamelessness, dissidence, nationalism and opposition of peoples - we will instill all this cleverly and imperceptibly... Enmity of peoples, hatred of the Russian people will blossom...

And only a few will understand what is happening. But we will turn them into a laughing stock, we will find a way to slander them and declare them the scum of society...

We will undermine generation after generation in this way... We will take on people from childhood and adolescence, we will always place the main emphasis on youth, we will begin to corrupt, corrupt, corrupt them.”

It would seem to be a very significant document. Almost all provisions of this speech were implemented in post-Soviet period in our country - there was planting by means mass media violence, debauchery, individualism, cult of profit. It came down to declaring patriotism an outdated tradition, a reactionary tendency. The peoples of the USSR also clashed, and the nationalist aspirations of the outskirts - the Balts, Ukrainians, Chechens, etc. - were encouraged. At the same time, representatives of Russian patriotic forces were labeled “fascists,” “anti-Semites,” “red-browns,” etc. Everything was as planned in Dulles's plan.

However, in the post-Soviet period, a considerable number of politicians, scientists and journalists sought to prove that the above-mentioned text was allegedly false. From the point of view of anti-Soviet-minded figures, the true source of this speech supposedly does not exist, and the text of the speech of the CIA director is in many ways similar to the statement negative character the novel “Eternal Call” by Anatoly Ivanov (former Russian officer, SS Standartenführer Lakhnovsky).

Nevertheless, today there is a considerable number of facts confirming the authenticity of A. Dulles’ speech in 1945. Thus, information about this plan was received Soviet intelligence services in 1947, as evidenced by diary entries L.P. Beria dated April 23, 1947 . He emphasized that “from America they came interesting materials. They couldn’t take us by force, they want to destroy us from within. They write directly that they will fight for people from childhood, they will corrupt our literature and art, and for this they will find helpers and like-minded people inside Russia.”

Particular attention should also be paid to the fact that ex-CIA director A. Dulles himself in his memoirs “Doctrine: Russia must be put in its place!” indirectly hints at the fact of leakage of this information, which was the main problem in the work of American intelligence . In our opinion, for full clarity of everything that is happening, it is advisable to consider the situation prevailing in post-war period at the US CIA. Thus, A. Dulles notes that during his leadership of the Central Intelligence Agency, he failed to achieve “ great success looking for... effective way make our government apparatus more disciplined in terms of maintaining secrecy, or at least reduce the number of unpleasant cases of leakage of classified information that is of undoubted interest to a potential enemy.”

Dulles recalled how government officials periodically visited CIA leaders, shook a newspaper and wondered who leaked all the secret documents? Two days ago, “ten of us, sitting at the table, made a secret decision, and now it is written in the press to notify our enemy.” It is quite clear that the “enemy” primarily meant the Soviet Union.

He also emphasizes that the leak of classified information occurred through the state apparatus. According to him, the security commission (often jointly with the FBI) investigated these facts. As a result, it turned out that secret government decisions were printed in dozens of copies for distribution to various ministries and departments. Consequently, several hundred people had the opportunity to familiarize themselves with the relevant note, since the leaders of the relevant government agencies distributed in a huge number copies for notifying your subordinates. According to A. Dulles, “telegrams may have been sent to employees in countries where it may be necessary to take appropriate action.”

It is likely that the above-mentioned “Dulles Plan” became public in a similar way. As historian O. Khlobustov writes in his article “Was Dulles’s plan for the USSR a fake?”, published in the magazine “Russian Who is Who” in 2005, “one of possible sources information about this document could... be Alger Hiss, a high-ranking official in the administration of US Presidents Roosevelt and Truman.” According to him , Hiss was accused in 1950 of revealing state secrets.

In the 1960s, officers entering service in the KGB of the USSR became acquainted with this document. So, Soviet state security officer V.S. Shironin in his book “Under the Cap of Counterintelligence. The secret background of perestroika,” writes , that he remembers well “his confusion when he read this instruction from the head of the CIA, dated the late forties.” According to him, it was in 1968, when Shironin was offered a job in the KGB Central Office and “assigned to organize counter-propaganda events against ideological sabotage.”

The existence of Dulles's plan was admitted former manager 5th Directorate of the KGB of the USSR, General F.D. Bobkov during his conversation with the rector of the Moscow Humanitarian University I.M. Ilyinsky. According to Bobkov, the document was published. He noted that in 1968, together with the boss foreign intelligence Mortin wrote to the Central Committee “a document based on intelligence information about ideological struggle», how they imagined her. F.D. Bobkov emphasized that “There was also an instruction from the State Department that the US Embassy needs to very seriously deal with those who shape public opinion,” creative intelligentsia, students." He also drew attention to the fact that “the KGB board met on this matter.”

Thus, based on the facts discussed above, it can be argued that Dulles’s plan for the moral and moral decay of the Land of Soviets was indeed developed and is being implemented until today. Currently, it is obvious that the main goal of the so-called. “democrats” and “reformers”, following the lead of the world bourgeoisie, was to destroy our state (under the banner of the dissolution of the “evil empire”, its replacement with a “civilized”, “normal” country). To legitimize the corresponding policy, it was important to falsify history, to hide from public opinion a number of important documents proving the fact that the “world community” did not at all want Russia to prosper. However, the move latest events completely and finally dispels the myths about the readiness of Western countries to accept our country as an equal partner in their club. In particular, the implementation of the ideas outlined in the speech of CIA Director A. Dulles in 1945 is becoming increasingly obvious.

IN present moment on the agenda is the task of conducting an independent internal and foreign policy aimed at reviving the economic, military and geostrategic power of our country and improving the standard of living of the people. This goal can be achieved by changing the model social development, the transition at this stage to socialism of the 21st century. But first, it is important to realize the inconsistency of statements about the effectiveness of the “Washington consensus” policy, “American-style democracy” exported by the United States of America to our country. But first of all, it is important to consistently debunk the main myths spread by liberal Western propaganda, carried out using the methods outlined in the instructions of A. Dulles in 1945.

Allen Dulles (1893-1969), worked for the US Central Intelligence Agency (CIA) since its creation in 1947. In 1942-1945. led political intelligence in Europe. Director of the CIA in 1953-1961. One of the organizers of intelligence, espionage and sabotage activities against the USSR and other socialist countries, an ideologist of the Cold War.

Allen Dulles's plan.

“When the war ends, everything will somehow settle down and settle down. And we will throw everything we have - all the gold, all the material power - to fool and fool people!

The human brain and people's consciousness are capable of change. Having sowed chaos, we will quietly replace their values with false ones and force them to believe in these false values. How? We will find our like-minded people, our allies in Russia itself.

From literature and art, for example, we will gradually erase their social essence, wean artists, discourage them from engaging in depictions...

a study, perhaps, of those processes that occur in the depths of the masses. Literature, theaters, cinema - everything will depict and glorify the basest human feelings. We will in every possible way support and raise the so-called artists who will plant and hammer into human consciousness the cult of sex, violence, sadism, betrayal - in a word, all immorality. Rudeness and arrogance, lies and deception, drunkenness and drug addiction, animal fear of each other and shamelessness, betrayal, nationalism and enmity of peoples, above all enmity and hatred of the Russian people - we will deftly and imperceptibly cultivate all this, all this will bloom in full bloom .

And only a few, very few, will guess or even understand what is happening. But we will put such people in a helpless position, turn them into a laughing stock, find a way to slander them and declare them the scum of society. (c) A. Dulles. "Reflections on the implementation of the American post-war doctrine against the USSR"

Once upon a time, I, like many, read the very lines of this well-known document, in which CIA Director Allen Dulles, at a secret meeting, spoke about how the struggle aimed at destroying the Russian people would take place. And just like everyone else, he was seething with indignation.

And then this article caught my eye. And I thought hard. But they say that they are trying to protect American enemies. And about how many more of the same fakes are circulating around the world.

Nikolai Sakva

A little clarification.
Recently I was puzzled by the question: what is the “Dulles Plan”?

On the Russian-language Internet, this is usually the name given to two fairly short texts.

1. A fragment of statements attributed to Dulles from his book or article “Reflections on the implementation of the American post-war doctrine against the USSR.” When quoting these statements, refer to the book
V.A. Lisichkin, L.A. Shelepin “The Third World Information-Psychological War”,
Lisichkin himself cites the newspaper “Duel” as a source.
The English-language source of the quotation is not indicated anywhere.
In any case, I could not find a single link.

2.Fragments of the Council Directive National Security USA 20/1 of August 18, 1948
They are usually quoted from the thick book by N.N. Yakovlev “CIA against the USSR”
One of the chapters of this book contains a commentary on the NSC Directive 20/1 a large number quotes from it.

IN in this case English-language source is known.
Thomas H. Etzold and John Lewis Gaddis, eds.,
Containment: Documents on American Policy and Strategy, 1945-1950
(New York: Columbia University Press, 1978)

In total, this collection contains 52 documents from 1945-1950 (collection table of contents).
NSC 20/1 (document number 22) covers 30 pages (173-203).
Until now, this material has apparently not been presented on the Internet.

Both Russian-language texts set out a certain plan for the destruction of the Soviet Union, which was allegedly adopted by the United States after the war. Sometimes Yakovlev's comments are omitted, and the remaining fragments are presented as full translation document.
For example, in the section “US Strategy” from the mentioned book by Lisichkin and Shelepin.

Both texts contain a lot of semantic and stylistic expressions that are completely uncharacteristic of American documents and statements of American politicians.

Let's say Yakovlev gives the following translation of a fragment of the NSS directive:
“We must ensure that these conditions are not imposed in an offensive or humiliating manner.
But we are obliged to impose them by force or by force to protect our interests.”

And “Dulles’s reflections” contain the phrase:
“Episode by episode, the tragedy of the death of the most rebellious people will play out, grandiose in scale.”

There seems to be little reason to doubt that “Dulles's reflections” have nothing to do with Dulles.

Here are the results of a study of this issue by a Krasnaya Zvezda correspondent
For the first time, a statement very similar in meaning to the “quote from Dulles” appeared in the USSR in... fiction. In 1965, in Kyiv... the novel by Y. Dold-Mikhailik “And One Warrior in the Field” was published. In its second part - “Captured by the Black Knights” - the American General Dumbright... utters words that can be considered as a free statement of Dulles’s guidelines for launching an ideological war against the USSR. Later, someone else says something similar. literary character- one of negative heroes novel by Anatoly Ivanov “Eternal Call”.

An article in Moskovsky Komsomolets is devoted to the same topic. "... Mr. Oleinik has a very specific reference to the original source from which this sacramental quotation was taken. This reference deserves to be cited in full: “The writer Anatoly Ivanov, as we know, included these ominous words in the text 2 th book of the novel “Eternal Call”, published in 1970...” “Prince of Darkness” by Mr. Oleynik, along with the “Dulles quote” and a footnote to it, was published in 1993 in the magazine “Young Guard”. then the editor-in-chief of this magazine? Yes, here he is, indicated on the last magazine page: Anatoly Ivanov These, I am sure, are the true authors of the “Dulles plan”: the words of Ivanov, the embodiment of Oleynik, the place of publication of the “document”. "Young Guard" magazine. This is how this fake was launched."
Indeed: comrade has. Ivanov in “Eternal Call” these ominous words. Not in a row, not in a single fragment, but there. But what is not there is a mention of Allen Dulles. Why not? Yes, all because: the then-deceased chief of American intelligence never said or wrote anything like that. For the writer Ivanov, this whole terrible plan is outlined by a certain Lakhnovsky, a former gendarmerie in Tomsk.

Let's check.

First we take Oleynik’s book

The required “quote” on page 57 in the form of a reproach to Gorbachev.
That’s the whole answer, Mikhail Sergeevich, why you were not allowed to resign from the post of General Secretary before you liquidated the party. Of course, out of your habit, you will dismiss it: “It has already reached such a point, comrades (now gentlemen, of course) that they will almost accuse me...”. Therefore, although this is unpleasant for me, I have to remind you of one program of one person. “The war will end... [hereinafter is the actual text of the “plan”]... This is how we will do it” Haven’t you remembered, Mikhail Sergeevich?! Yes, this is Dulles, who said this in 1948, while developing a plan for the implementation of the post-war American doctrine against the USSR."

Now we take volume II of Ivanov’s novel “Eternal Call”.
Let's write out Lakhnovsky's statements.
The underlined text coincides verbatim with the text from “from Dulles”
"- How to say, how to say: - Lakhnovsky shook his head... Because your head is not filled with what, say, mine is. You haven’t thought about the future. The war will end - everything will somehow settle down, settle down. And we will leave everything , what we have, what we have: all the gold, all the material power to fool and fool people! The human brain, the consciousness of people is capable of change. By sowing chaos there, we will quietly replace their values with false ones and make them believe in these false values. How! you ask? How?!
As Lakhnovsky spoke, he began again, for the umpteenth time, to get excited and run around the room.
- We will find our like-minded people: our allies and helpers in Russia itself! - Lakhnovsky shouted, breaking down.
.....
- I, Pyotr Petrovich, opened only a corner of the curtain for you, and you only saw tiny piece a stage on which, episode by episode, a tragedy of a grandiose scale will be played out about the death of the most rebellious people on earth, about the final, irreversible extinction of their self-awareness: "

The final paragraph “from Dulles” is also the words of Lakhnovsky (said shortly before). When transferred to the “plan”, the mention of “Bolshevism” and “Leninist fanaticism” was very funny.

We will tear out these spiritual roots of Bolshevism, vulgarize and destroy the main foundations of people's morality. We will thus undermine generation after generation and eradicate this Leninist fanaticism. We will take on people from childhood and adolescence, we will always place the main emphasis on youth, we will begin to corrupt, corrupt, corrupt them! - Lakhnovsky’s wrinkled eyelids twitched quickly and often, his eyes became round, a fierce fire splashed and blazed in them, he began to speak louder and louder, and in the end he literally shouted: - Yes, to corrupt! Corrupt! We will make cynics, vulgarities, and cosmopolitans out of them!”

Perhaps the remaining paragraphs were also published in the hoodlit, and they can be found by a more thorough search. Or in some other publication of “Call”. here Kirill Eskov gives a link to information from the military-historical forum that the most full text The “plan” is only in the first edition of “The Call”. "... In the first edition of this book on pages 510/517 you can find all this yourself. Just don’t look in other publications - this conversation between Lakhnovsky and Polipov has already been removed there. Speaking professional language, docked. In the second edition of the novel, this conversation is already “spread out” over a dozen pages and somewhat... uh... smoothed out."

First edition Eternal Call“I haven’t come across it yet, but in my opinion the evidence of a fake is already quite significant.

Sometimes they also try to claim that Ivanov dug this up somewhere from Dulles. But Dulles clearly did not write in Russian. And at least three paragraphs of the “plan” coincide verbatim with the text of the “Eternal Call”. It is quite strange to assume that Ivanov attributed the words of the American intelligence officer to the Russian gendarme-traitor.
It is much more likely that Ivanov’s words were attributed to an American intelligence officer.

The situation with the NSS directive is somewhat different.

It was not without difficulty that we managed to find this very book by Etzold and Gaddis through Amazon.com from second-hand booksellers in the American “outback” at a “fantastic” price of as much as 5 dollars (the volume of the book is about 500 pages).

My own comparison impressions English text with Yakovlev’s book almost completely coincided with my expectations.

1) The Russian translation is very much cut down compared to the original. Omitted most document devoted to the threats posed by the Soviet Union to the world community, Soviet ideology as the source of these threats, proposed methods of countering these threats by peaceful means, etc.
Only a small part of the document about the tasks that will have to be solved in the event of a military clash is translated in detail, and it is not mentioned that this option was previously presented in the document as extremely undesirable.

2) NSC 20/1 nevertheless contains analogues of most phrases found in the Russian version.

3) Many of these phrases are distorted during translation, often truncated, and sometimes taken out of context.
For example, the rollicking “not by washing, but by riding” is a translation of the completely neutral “in one way or another” - in one way or another.

Actually, Yakovlev’s text represents an ideological polemic with the NSC Directive 20/1, but in no way a presentation of it.

That's why I'm posting

There is another quite adequate, more professional and non-ideological translation on the Internet
fragments of NSC Directive 20/1.
However, the number of fragments translated in it is small; their selection corresponds to a certain ideological concept, so this translation does not give a complete picture of the document.

Dulles's plan in the form of a printed document signed by the director of the US CIA has not been seen by any domestic or foreign researcher. UNDER DEVELOPMENT

However, the activities attributed to him corresponded to the logic of the Cold War period.

Its essence lies in the implementation by the American intelligence services of secret specific measures that could morally corrupt the population of the Soviet Union.

The text of such material, which is associated with the name of Allen Dulles, is a set of excerpts from fiction.

What did they talk about

Discussion about this the plan is going well since the early 1990s and continues to this day. It was taken up by some writers, journalists and publicists, political and religious figures, cultural workers.

The essence of their opinions boils down to the fact that America is pursuing a hostile policy towards the USSR and achieving its goals by corrupting people’s self-awareness and destroying the country. The Dulles plan they mention allegedly contains points aimed at:

  • mobilization of all American resources to fool and deceive Soviet people;
  • etching social essence literature and art and reorienting them to the most base human qualities, immorality;
  • creation of managerial chaos in the state, stimulation of tyranny and unscrupulousness of officials, their bribery;
  • cultivation of enmity and hatred towards the Russian people, interethnic enmity;
  • turning into a laughing stock those people who will understand what is happening and will be slandered and declared the scum of society;
  • stakes on youth, who should lose their sense of homeland, be corrupted, corrupted and depraved.

What really happened

Authoritative experts in Russian-American relations believe that not a single American statesman at that time I could not sign such a document. The emergence of a text of this kind is connected with Russian internal political problems.

However, such false material had a noticeable impact on the self-awareness of the peoples of Russia. Moreover, there are facts of judicial recognition of it as extremist material in 2015. Experts consider it aimed at inciting hatred and hostility towards individuals representing the Russian state power. Some politicians use it to accuse opposition figures.

About American documents

The first known document on this topic was Memorandum 20/1 of the US National Security Council dated August 18, 1948. It was prepared at the request of the Pentagon about the goals of long-term American policy regarding the Soviet Union. This document had nothing to do with Dulles and had no problems with moral corruption. Soviet society I didn't install it.

PL 86-90, passed by the US Congress in October 1959, directly linked American security to the collapse of the Soviet Union into separate states. Next law determined the technologies for the collapse of the USSR and the further management of processes on its territory. A presidential directive adopted in 1991 allowed for the liquidation of the Soviet Union by force, the further fragmentation of Russia and the colonization of its territories.

  • On assignment American government At Harvard, a group of experts developed a project that provided for the years 1996 - 2000:
  • liquidation of state and public property in the Russian Federation, widespread introduction of private property;
  • disbandment of the army;
  • the collapse of Russia as a state, the division of its territory into several dozen independent zones for use by the Anglo-Saxons;
  • refusal of free medical care and education;
  • liquidation high level life in Moscow and St. Petersburg;
  • population reduction to 30 million people.
